Bill Busters is a service that we provide to assist households who are struggling financially to heat their homes and keep up with fuel bills.

What is Fuel poverty?

Fuel poverty refers to a household that cannot afford to heat its home to an adequate standard of warmth in order to maintain health and well being.

Blackburn with Darwen Healthy Living takes a holistic approach to fuel poverty / debt and we aim to help the most vulnerable people affected by using a number of interventions that give people the tools, information and support needed to make a difference to their day to day lives.

In the recent Fuel Poverty Statistics Blackburn with Darwen has moved up the fuel poverty league table and has the highest rates of fuel poverty nationally and shows that there are 7,937 households in fuel poverty. Within the LSOA Fuel Poverty can be as high as 30% and based on the national statistics, this equates to 2% of these fuel poor residents in severe fuel debt which means at least 160 households in BwD are in severe fuel debt. Unfortunately the statistical analysis cannot identify these households. But itai??i??s important to stress to people that they donai??i??t need to deal with these issues alone as there are help and support out there.

We provide home visit that will support people to access grants, reduce energy bills and save money; we also deliver community workshops that offer general advice and information on saving energy and money. All of our staff are City & Guild qualified energy advisors and the services are free and confidential.

We are also leading and facilitating Blackburn with Darwenai??i??s Affordable Warmth Forum that brings together public and third sector organisations to collectively tackle the rising problem of fuel poverty affecting many people living in the Borough.
